The King's first quest is to talk to the hermit in the mountains, who gives you 99 gems. You can arrive having already talked to the hermit beforehand, and the game accounts for this by skipping to the second quest. However, it does #zap touch only once during this skip, and thus the next :touch event is the one that checks if you completed the first quest rather than the one that checks if you completed the second, so the game will become softlocked unless you give yourself 99+ gems through a cheat code to make the King's programming progress to the second quest.
