The board city3 (found west of the burning police station and toy store) has an object that checks for a flag obj before opening up the exit to the next area.
The check for this flag only runs once, so entering this board without the item in question (the steel tubing and red cloth found in a burning building) will prevent the path from opening. Entering the board with this flag already set will allow the game to be completed as intended.
