I randomly stumbled accross this old software and asked my boss about it. My boss is Jim Matczak, the writer of the software. https://zakpc.com/index.php/about/ We got it working in DOSBox. The reason why it might not appear to work is because every gif that is saved nowadays, is most likely gif version 89a. This version of the program only can read version 87a. Using an online converter to change a modern gif to version 87a will make this program work in DOSBox, and you can confirm after saving your file, by using the type command in windows 10 cmd. He also mentioned that there is a newer version that he renamed "gif-to-ansi" or "gif-2-ansi" but that version is probably lost to time.
